Unit Description

The Sodexo Government Proposal Center currently has a need for a Government Proposal Manager/Technical Writer . The ideal candidate possesses both leadership in managing proposal teams and creativity in developing compliant technical narrative. The candidate will manage the full proposal development lifecycle and provide technical writing support for Food Service and Facilities Management opportunities ranging in size and complexity for civilian and DoD agencies.

In this role, the Proposal Manager/Technical Writer will lead a matrixed team comprised of SMEs, Pricing, Human Resources, Operations, and Marketing to ensure on-time delivery of fully compliant, quality proposals. The candidate must have experience writing technical narrative that is clear, customer-focused, compliant, and responsive to requirements and evaluation criteria. Under the direction of the Senior Manager, Proposals, the Proposal Manager/Technical Writer will:

  • Develop and manage proposal schedules and milestones ensuring adherence to deadlines and on-time submission to the client.

  • Prepare for and lead Proposal Kick-Off Meetings, status update calls, and manage proposal review processes.

  • Create compliance matrices, compliant proposal outlines, and strawman proposals.

  • Work closely with Capture Managers to translate client needs into compelling win themes and discriminators that enhance the quality of proposal narrative.

  • Partner with SMEs to draft technical sections. Interview SMEs for additional content as necessary.

  • Track progress and provide status reports to the Senior Manager, Proposals.

  • Engage key stakeholders to participate in proposal review activities and ensures compliance with all corporate and legal requirements.

  • Collaborate with Proposal Coordinator for graphic support needs and proposal production.

  • Attend debriefings and capture lessons learned.

  • Contribute to and assist in updating Knowledge Management Library.


  • Bachelor’s Degree and a minimum of 3 years of experience managing and writing Federal Government proposals

  • Experience managing proposals varying in size and complexity within a matrixed team.

  • Strong technical writing and communication skills.

  • Exceptional time management, prioritization and interpersonal skills.

  • Ability to work well independently and as part of a team in a fast-paced, deadline-oriented work environment, completing multiple complex tasks simultaneously.

  • Experience writing Facilities Management/Food Service proposals preferred.

This position will be located at Sodexo HQ in Gaithersburg MD



Position Summary

Works closely with the Proposal Director and SMEs with a focus on specific area of expertise. In collaboration with leadership, interfaces with internal clients and support staff to ensure proposals are fully compliant, high quality, and submitted on-time. Become our in-house expert on Sodexo contracts. Works closely with constituents for identification and completion of graphics for inclusion in the proposal. Drafts the proposal content. Compiles a Compliance Matrix for inclusion in the proposal and ensures the proposal is 100% compliant. Provides summary of metrics data.

Qualifications & Requirements

Basic Education Requirement - Bachelor's Degree

Basic Functional Experience- 3 years in technical writing, proposal writing, or a related field.
